Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services. Together with Stantec (leader of the consortium), GIZ International Services will be implementing the Global Technical Assistance Facility for Sustainable Energy. The overall objective of the Facility is to contribute to establishing the necessary conditions for achieving the SDG 7 goals in sustainable energy and possible interlinkages with other SDGs. It will as well contribute to the SDG 13 goals related to climate action in Development Cooperation Instrument (DCI) eligible countries with a focus on Sub-Saharan Africa.

The specific purpose of the contract is to deliver high-level technical assistance and policy advice at country, regional and global level through expert missions that will be mobilised at short notice to support committed countries and partners to reach the SDG7 objectives. It will support developing countries to improve their policy and regulatory framework conditions aiming at providing attractive and enabling conditions for increased public and private investment in energy access, renewable energy as well as energy efficiency taking into account climate change, gender and health impacts.

The Se4all Junior Recruiter will be responsible for all tasks related to the recruitment of the experts for the Se4all project. He supports the Project Manager SE4all and will report to the HR department for his/her general tasks and engagements. Tasks The junior recruiter will be responsible for the day-to-day recruitment related to the SE4all project.

He/She will be responsible for the research and recruitment of the best experts for the facility under the overall supervision of the Se4all Project Manager.

The junior recruiter will also participate in the negotiation of experts’ financial offers and their contractualisation. The junior recruiter as a part of the overall HR department of GIZ InS will contribute to the development of the GIZ experts Database.

Profile Qualifications and skills

  • At least bachelor’s degree (3 years) in social sciences, business administration, project management, international affairs, international development or other related field;
  • Further qualification or completed trainings in organisational psychology, HR management or recruitment will be considered an advantage;
  • High consulting and customer orientation as well as a professional communication style;
  • Enthusiasm for recruiting and an excellent sense of identification, addressing and recruiting candidates;
  • Personal initiative, flexibility and high resilience;
  • Strong negotiation skills;
  • Excellent written and oral communication skills;
  • English and French proficiency General professional experience
  • Ideally three years of experience in the fields of international cooperation and development;
  • Specific professional experience A minimum of two years of professional experience in the field of international recruitment;
  • Proven experience in the search and direct approach of specialists in an international environment;
  • Good understanding of EU external aid;
  • Experience in EU Framework contracts recruitment is considered an asset;
  • Experience implementation of selection procedures including interviews;
  • Use of various search channels such as internal and external networks, social media platforms or databases for the acquisition of professionally experienced international experts;
  • Good knowledge of databases maintenance and development;
  • Knowledge of development cooperation, in particular in relation to sustainable energy is considered an asset.

Location information: The Junior recruiter base of operation will be Brussels.
