We are looking for a highly motivated person with experience in research and analysis of VET qualifications and learning outcomes to work in Cedefop’s Department for VET Systems and Institutions.

As expert in qualifications and learning outcomes, you will work in the Department for VET systems and institutions (DSI). The Department fosters the renewal and modernisation of VET in response to rapidly changing policy needs and priorities. It also supports the development and use of European tools and principles that are promoting lifelong and life-wide learning.

The Department uses research and analyses to provide evidence on policy developments and implementation as well as policy support at European and national level. The Department contributes to the goals of the European Agenda for VET and qualifications.

The Department’s staff (25) is composed of a Head of Department, 15 experts and 9 assistants. You will report to the Head of Department.

Working on qualifications and learning outcomes, you will have the opportunity to:

  • support the implementation of EQF/NQFs by analysing and mapping NQF developments in 39 countries;
  • contribute to innovative research and analysis on NQF developments, trends in qualifications and learning outcomes;
  • prepare analysis to support European working groups such as the EQF Advisory Group;
  • follow up and analyse common European tools developments;
  • support the implementation of learning outcomes approach in VET and analyse the implications for policy as well as practice.

The work in the department is project- and team-based. You will be expected to contribute to project development and planning and you will work as part of one or more teams. The job involves drafting research reports and other Cedefop publications in print and on-line. To meet the needs of stakeholders – mostly policy makers and European social partners – you will contribute to developing suitable communication means to convey complex messages in a simple manner.

You will shape and participate to Cedefop events (conferences, workshops or policy learning fora) and travel across the EU to present Cedefop work to a variety of stakeholders.

Administrative tasks in the job mostly relate to public procurement procedures for outsourcing research and analysis tasks (e.g. a research report or a survey), follow-up of external contractors and monitoring the quality of their work. To be successful in this position you will have to be open to acquiring additional knowledge and expertise to further develop and grow as a professional.

WHAT ARE THE SELECTION REQUIREMENTS

Eligibility criteria

For your application to be considered eligible, you must fulfil all the following requirements on the closing date for submission of applications:

General conditions:

  • be a citizen of one of the Member States of the European Union;
  • enjoy full rights as a citizen;
  • have fulfilled any obligations imposed by the laws on military service;
  • be physically fit to perform the duties relating to the post.

Education:

  • have a level of education which corresponds to completed university studies of at least three years attested by a diploma.

Language skills:

  • have a thorough knowledge of one of the languages of the European Union and satisfactory knowledge of another language of the European Union.

Non-compliance with any of these eligibility criteria will result in the exclusion of the candidate from the selection process and the application will not be further evaluated.

Selection phase

Essential preselection criteria:

  • at least 3 years of experience in the field of EU tools and principles;
  • at least 2 years of experience with qualification frameworks or research on learning outcomes;
  • excellent command (C1 level) of both written and spoken English.

Other preselection criteria:

If your application meets all the above essential preselection criteria it will be scored against the following other preselection criteria. The non-fulfilment of one or more of these other preselection criteria will not result in your exclusion from the preselection process but may affect your score and thus your chances of being invited for test and interview. 

The criteria below are presented in order of priority:

  • experience in comparative VET research in a European context;
  • experience in working on national qualifications frameworks;
  • experience in working within international networks and projects;
  • advanced university degree (a degree at EQF Level 7 or higher);
  • experience working in an EU Institution, Agency or other international organisation.
