We are looking for senior experts in financial sector and market analysis to reinforce our Financial Sector and Market Analysis division (FSM) and expand the current monitoring framework of the euro area financial system.

The FSM division provides risk analysis and technical advice on regulatory and policy matters related to the financial sector in the euro area and its member states; it monitors financial sector developments, market activity of bank and non-bank financial institutions and related indicators. The FSM division informs country monitoring with its financial sector view and assists other divisions in response to financial assistance requests by assessing potential financing needs.

The successful candidate will have a key role in supporting the management team towards the execution of the division strategy, the development of technical and human resources and continued enhancement of a cooperative and growing work environment. S/he will guide the team in designing novel analytical tools and executing an extended monitoring framework to detect systemic risks stemming from all financial sector compartments and assess their interlinkages with sovereigns. S/he will support the team and give guidance on how effectively deploy financial market information to enrich the risk-signalling toolkit and analyse interactions between the financial sector and the macroeconomy.

S/he will lead and/or coordinate policy research projects, draft topical notes on financial sector and stability risks, and produce analytical work in support of ESM outreach efforts in publications, seminars and conferences. The selected person will report to the Head of FSM.

The European Stability Mechanism (“ESM”) is the permanent crisis resolution mechanism for the countries of the euro area. It has launched five financial assistance programmes, provided financial support, monitored repayment capacity and engaged with partner institutions in the design of programmes in particular in areas of financial interest. To ensure crisis preparedness and timely policy intervention the FCM division provide financial sector insight and follow financial sector developments in the euro area countries.

The ESM is a unique place to work, with around 200 individuals from around the world committed to making a difference to the future of the euro area. It recruits talented professionals of any nationality, from both the private and public sector.

KEY ACCOUNTABILITIES

  • Advise the division’s management on the division’s strategy, organize and monitor daily activities, engage in high-level meetings, seminars, and workshops to support institutional relations and follow market developments;
  • Guide and mentor colleagues to conduct high quality analysis, and ensure delivery in a timely manner;
  • Coordinate and advise on the set-up and deployment of a new framework for mapping risks and monitoring developments in the non-bank financial sector (NBFS), including insurance companies and pension funds;
  • Lead, support, and oversee analytical work to detect and monitor risks in the euro area financial sector and provide advice on policy and regulatory developments;
  • Collaborate closely with colleagues in other divisions and departments, including in funding and investment operations to leverage analytical synergies of economics, finance, and market intelligence;
  • Provide top quality technical and analytical assistance for the design and implementation of financial sector policies in beneficiary member states;
  • Support country team coordinators in performing beneficiary member states’ monitoring activities; participate in discussions and negotiations with domestic authorities.

KEY BACKGROUND & EXPERIENCE

  • Advanced university degree, preferably with a specialisation in finance, insurance and pensions sectors or financial economics;
  • Over 10 years of combined experience in the relevant fields above;
  • In-depth understanding of financial sector analysis, financial industry structure, products, trends, regulation and policy;
  • Extensive experience advising management on the implementation of large projects, as well as the design of policies related to the financial sector;
  • Varied experience in the private sector and within international financial institutions or other public international organisations would be an asset;
  • Experience in restructuring, crisis management, structured finance and business planning would be an asset;
  • Fluency in English required; additional languages would be an asset;
  • Good quantitative/econometric skills would be an asset;
  • Experience in application of digital innovation tools (e.g. AI, ML) would be a strong asset;
  • Direct experience in monitoring/analysing financial markets and products is a plus.

Contract duration: Two/Three-year fixed term contract, with possibility of extension
