Job description

The GUE/NGL Group is seeking to recruit a French-speaking policy advisor to join its active Economic and Monetary Affairs (ECON) team.

The GUE/NGL Group in the European Parliament brings together MEPs from a range of European left and progressive parties - ecological, socialist, communist, independent and others. In virtually all policy areas, it argues against the mainstream neoliberal prescriptions for the EU and is focussed on presenting progressive policy alternatives.

The policy advisor will be part of a staff team charged with supporting our ECON MEPs (including MEP Manon AUBRY) and the rest of the Group in ECON and Plenary, as well in its extensive extra-Parliamentary activities.

The duties will include:

  • responsibility for dossiers in the ECON areas of monetary policy, fair and green finance and public investment;
  • supporting the rest of the team working on taxation;
  • following all files in ECON and providing analysis to MEPs to keep them updated and recommendations on relevant files to work on;
  • drafting policy briefings and providing recommendations to prepare ECON meetings, strategic and informal meetings; and
  • supporting the drafting of legislative text, non-legislative reports, and amendments.

Profile

The successful candidate is likely to have many or all of the following:

  • A graduate and/or postgraduate qualification in economics;
  • A minimum of 5 years full-time professional experience post the graduate qualification;
  • An extensive research and advocacy experience related to the areas of economic and monetary affairs, e.g., in a civil society or public organisation;
  • An in-depth expertise on monetary policy and macro-economic policies dealt with in the ECON committee;
  • A thorough knowledge of the institutional structure of the EU and of its activities;
  • Understanding of legal instruments and EU legal order, in-depth study and drafting of legal texts, drafting of political briefings and drafting of amendments;
  • Experience in the European Parliament is an asset and knowledge of the EP rules of procedures and legislative procedures in particular is highly desirable;
  • Campaigning skills would be an asset;
  • Knowledge or experience the functioning of political groups would be an advantage; and
  • A capacity of to accommodate the varying needs of a political group in terms of the changing volume and intensity of the workload, the type of contribution required ranging from high-level advice to basic administrative support, and a work schedule determined by the parliamentary and political calendar is essential.

The Policy Advisor must share the GUE’s political vision and be comfortable in the GUE/NGL Group environment and both capable of, and fully at ease with, contributing and supporting our MEPs in their policy objectives, inside and outside Parliament.

General conditions for admission

The selection procedure is open to any candidate provided that s/he:

  • is a national of one of the Member States of the Communities, unless an exception is authorized by the authority referred to in the first paragraph of Article 6, of the Conditions of employment of other servants of the European Communities (CEOS) and enjoys her/his full rights as a citizen;
  • has fulfilled any obligations imposed on her/him by the laws concerning military service;
  • a university degree;
  • is fluent in French and English (knowledge of Spanish, German, Greek will be an asset).

Position to be filled

Ideally on 03 February 2020.
The initial contract will be for 2 years, renewable until 30 June 2024.
