We are seeking an experienced Procurement Officer to join our Commercial Legal and Procurement team (“CLP”). Her/his primary role will be the effective planning and management of procurement procedures for the acquisition of goods, services, and works. S/he will report to the Team Lead responsible for CLP. The CLP team forms part of the Legal and Procurement division led by the Head of Legal and Procurement.

The ESM procures supplies, services and works in support of its operational objectives. As an international organisation, which carries out procurement on its own behalf and for its own account, the ESM conducts procurement in accordance with the ESM Procurement Policy and is committed to respecting the general principles of transparency, proportionality, equal treatment and non-discrimination. The European Stability Mechanism (“ESM”) is the permanent crisis resolution mechanism for euro area countries. It has launched five financial assistance programmes, provided financial support in the form of loans, monitored repayment capacity, and engaged with partner institutions for programme design in areas of financial interest. The ESM has recently received an expanded mandate from European leaders, which it will implement in the months and years ahead. The ESM will have a stronger role in financial stability risk analysis and the design of policy measures in programmes jointly with the European Commission.

The ESM is a unique place to work with around 200 individuals from around the world committed to making a difference to the future of the euro area. ESM staff comprises talented professionals from every nationality and both the private and public sector.

KEY ACCOUNTABILITIES

  • Manage procurement procedures for the acquisition of goods, services, and works according to the ESM Procurement Policy, including for new and/or complex services;
  • Apply and advise stakeholders on the ESM Procurement Policy and other relevant ESM policies;
  • Advise and contribute proactively to the ESM’s procurement planning;
  • Advise and contribute proactively in the drafting of internal processes and templates;
  • Prepare and publish procurement documents (Contract Notices and RFPs) on the Tenders Electronic Daily (TED) website;
  • Communicate with candidates and internal stakeholders (including legal counsel) throughout the procurement procedure, providing sound and expert advice as needed;
  • Organise, coordinate, and support evaluation committees;
  • Notify (un)successful candidates and provide debriefings to unsuccessful candidates;
  • Conduct commercial negotiations with service providers;
  • Support business units with the drafting of technical specifications and pricing terms;
  • Prepare reports on procurement procedures and signed contracts;
  • Develop and promote best practices, sound financial management, and awareness of the Procurement Policy across the ESM.

KEY BACKGROUND & EXPERIENCE

  • Relevant university degree from a recognised university;
  • A minimum of eight years of relevant work experience, at least four of which obtained working in the procurement department of an institution, body, agency, or authority of the EU or an EU Member State;
  • Strong knowledge and understanding of procurement matters, in particular in the fields of information technology, facility management, human resources, and consultancy services;
  • Excellent track record in the preparation of procurement documents (such as Contract Notices and RFPs), running of procurement procedures and commercial negotiations;
  • Excellent track record in assessing commercial and compliance risks within procurement and in developing appropriate solutions;
  • Good understanding of the institutional and political framework in which the ESM operates;
  • Excellent oral and written communication skills in English, including the ability to draft clear and concise pricing terms and technical specifications.

KEY COMPETENCIES

  • Ability to explain complex procurement matters clearly and concisely to non-experts and to achieve consensus among colleagues and third parties;
  • Ability to work with minimum supervision and to autonomously complete difficult assignments and projects and independently respond to inquiries and requests;
  • Excellent analytical and problem-solving skills, including the ability to consider future implications beyond the immediate problem and to create new approaches and procedures to solve the problem;
  • Ability to act in an advisory capacity in the area of procurement, making recommendations, resolving issues, and improving operations;
  • Ability to set priorities and meet deadlines;
  • Efficient team player with a proactive, ‘can do’ attitude.

Contractual conditions: 2-3 years fixed term contract, with possibility of extension
